Hercule is the father of Videl. He is known as the World's Martial Arts Tournament Champion. He is the one responsible for turning Majin Buu into a good guy. Everybody thinks he's the one who was responsible for defeating Cell and Kid Buu when he actually didn't. But he still is Goku and his friends friend even though people think he's the hero around when Goku and the Z-Fighters are.
